i have 78 each step 1 n 2 in first.taking step3 3 rd time v v soon,should i apply on 1 september or just after step 3 exam in first week of this month?

I would urge you to get some clinical experience. There are many hospitals which provide volunteer clinical experience at their hospitals. For example, the Canton hospital in Ohio provide a fanstatic oppurtunity. You might lose a year by not applying this year, but you would surely get in for residency next year.
