Answer:
It has some impact. But I wish you dont volunteer this information or tell the PD about it.

Once you fail Step 3, you need to remember to prepare the exam well and retake the exam.

You are required to take step 3 only if you are looking forward for a H1 visa. For J1 visa, you have about 1 year before you need to get step 3 completed.
