EAD and step3

Hi ! I am planning to file for an EAD soon.My question is that in order to do a residency with an EAD do I need to have cleared step3?

No. you are not required to complete the step 3 if you are going to apply for EAD.

Step 3 completion is only required for candidates wishing to file on H1-B. Even J1 candidates are not required to have step 3 before joining the residency.
