are step1 85 and step 2 78, good for residency?

Hi,
I m an IMG and i wanna take step 3 august-sept. My step 1, 2 results are not that good, and i m sure my step 3 wont be over 85. do u think i have any chance of residency for 2006? i also have already passed CS.
I am here on F1 visa.
I appreciate any input.

I have a friend whose step 1 score was 87 and step 2 score 78 and got matched last year.
