....individual state eligibility requirements for the step 3 seem to have changed with the new application cycle. up until recently, several states did not require any post graduate training (e.g. Connecticut - which is what made it so popular) to enable one to sit for the exam. it seems now, every state, without exception, requires a minimum one year of postgraduate training.

is this correct? please do share any more information that you may have on this.

No- that is not correct. You are talking about applying for a licensure and not applying for Step 3. There are many states including CT that doens't require post graduate training to apply for step 3. Hope it helps
